EC invites applications from new parties for registration
The Election Commission has invited applications from the new political parties by April 20 next to get registered ahead of the next national election.
The EC on Monday issued a public notification seeking applications from the parties that are capable of fulfilling the registration conditions mentioned in the Political Party Registration Rules 2008.
New political parties are registered with the Election Commission in line with Article 90A of the Representation of the People Order, 1972.
If a party is registered with the EC, it can contest the national election with its own electoral symbol.
A political party that is keen to get registered must attach necessary documents with its application.
The necessary documents include party’s charter; election manifesto, if available; party’s rules, if available; party’s logo and picture of party’s flag; the names and designation of all members of party’s central executive committee or equivalent committee; information related to party’s bank account, bank’s name and the latest balance in account; party’s funding sources statement; and a letter that provided the authority to the person concern to apply for party registration.
A political party that desires to get registered will have to submit the copy of the treasury challan deposited with the Secretary of Election Commission Secretariat for the non-refundable registration fee of Tk 5,000 (code number for treasury deposit -1060101100125-110000000-11001000-1422204).
Besides, the party must submit the documents in favour of securing at least one seat with its electoral symbol in any parliamentary election held since the independence of Bangladesh, or the document of securing five percent of total votes cast in the constituencies in which its candidates took part in any of the aforesaid parliamentary elections; or the document of establishing a functional central office, by whatever name it may be called with a central committee, functional district offices in at least in one-third administrative districts, functional offices in at least one hundred upazilas or metropolitan thanas having a minimum number of two hundred voters as its members in each of them.

Commission working to restore trust in election system: EC Sanaullah
Election Commissioner Brig Gen Abul Fazal Md Sanaullah (retd) has said the commission is actively working to restore public trust in the election system following the recent changes.
“Efforts will be made to ensure that people can choose their public representatives as per their choice, “he said while talking to reporters after a meeting with data collectors, supervisors, and new voters at the Naogaon district administration conference room on Sunday afternoon.

There was criticism regarding the voter list information earlier, EC Sanaullah said adding that a comprehensive, transparent, and dispute-free voter list is crucial for fair elections.
He mentioned that the Election Commission has launched a voter list update programme this year and urged those involved to ensure the collection of accurate data so that the updated list can reflect precise information.
When asked about the participation of the Awami League in the election, he said it is a matter of political consensus.
He added that if the issue reaches court, it will become a judicial matter, not something for the Election Commission to decide.

He clarified that once the election schedule is announced, decision regarding registered political parties will be made.
Deputy Commissioner Abdul Awal, Superintendent of Police Shafiul Sarwar, Naogaon Municipality Administrator T.M.A. Momin, District Election Officer Abdul Mottalib, and other officials from the administration were also present at the event.
Earlier in the morning, EC Sanaullah visited Niamatpur Upazila in Naogaon to observe the voter list update process.

EC waiting for final shape of reform proposal: Commissioner Masud
Election Commissioner Abdur Rahmanel Masud on Thursday said the Election Commission would decide its next step once the reform proposals over the electoral system are finalised.
"When everything comes into a shape or form, we will think about how to involve the EC in it. The sooner it comes, the better it will be for us to take preparation (for the next national election)," he said replying to a question from reporters at his office.
The commissioner refused to say anything in advance about the reform proposal but remarked that the sooner the EC would receive the proposals, the more helpful it would be in the preparations.

"At this point, we cannot comment in advance. We can think about it when it comes. There is a proposal to create an upper house and a lower house of parliament, there is a matter of amending the constitution. When everything takes shape, we will think about how to involve the EC," he said.
On Wednesday, the Electoral System Reform Commission along with three other reform commissions submitted their respective reports to Chief Adviser Dr Muhammad Yunus.
The Election Commissioner said the EC is always ready for the national election. He said the Election Commission is committed to run fair, transparent and impartial elections.
In reply to another question, he said, “It is a matter of trust. We cannot imagine ‘voting at night’. If we get the cooperation of all, we are confident that we will be able to give the nation a neutral and nice election," he said.
The Electoral Reform Commission in its report has recommended re-election in a constituency if the voter turnout is less than 40 percent, introduction of “no vote” provision to stop unopposed election, and the elimination of electronic voting machines (EVMs).

It also recommended barring political parties from maintaining associate bodies among students, teachers, and workers, as well as their foreign chapters.
Other recommendations include defense division in the definition of law enforcement agencies for election time, prioritizing the Election Commission’s own officials in appointment as returning officers and assistant returning officers, and changing a provision for an independent candidate to acquire support from 500 voters instead of submitting signatures of 1 percent of the voters.
The reform commission suggested the Election Commission should be empowered to postpone or cancel elections and to conduct re-elections as well as entrusted with the sole responsibility of appointing the EC Secretary.
The commission, headed by Dr Badiul Alam Majumdar, placed some 150 reform recommendations in its report.

4th phase Upazila Polls: Voting underway in 60 upazilas
Voting is underway today in 60 upazilas for the fourth phase of the sixth Upazila Parishad Election.
Voting began at 8 am and will continue till 4 pm without any break.
UNB’s Cumilla correspondent reported that voting was underway in a peaceful environment in Chauddagram, Homna and Nangalkot upazilas of the district since this morning.
Though the turnout of voters was thin initially, their presence increased with time.
No untoward incidents centring the election were reported till filing this report around 10:45 am.
A total of 721 candidates are in the electoral race for 180 posts of 60 Upazila Parishad.

They include 251 chairman contenders, 265 vice chairman and 205 women (reserved) vice chairman contestants.
Electronic voting machines are being used at six upazilas while the traditional ballot papers are being used in the rest.

4th phase of Upazila Parishad election Wednesday
The fourth phase of the country’s sixth Upazila Parishad Election is set to be held in 60 upazilas under 26 districts in the country on Wednesday.
The voting will begin at 8:00am and continue till 4:00 pm without any break.
A total of 721 candidates are in the electoral race against 180 posts of 60 Upazila Parishads.
The candidates include 251 chairman contenders, 265 vice chairman and 205 women (reserved) vice chairman contestants.
Some 1.44 crore voters (exactly 1,43,57,820) are registered under 5,144 polling stations in the 60 upazilas, according to the factsheets provided by the Election Commission on Tuesday.
Among them, the electronic voting machines will be used in six upazilas, while the traditional ballot papers will be used in the rest upazilas.
On April 24 last, the Election Commission announced the schedule for third phase Upazila Parishad polls.
A security team of 17-19 members would guard each polling station in the plain districts, while a security team of 19-21 members would protect a polling station in the Chittagong hill tracts and very remote areas.
This time, the Election Commission is arranging the sixth Upazila Parishad election in four phases. The commission declared the election schedule to hold polls in some 450 upazilas out of the country's 495 upazilas.
The first phase election was held in 139 upazila parishads on May last 8, while the second phase election in 156 upazilas on May 21 last and the third phase election in 90 upazilas on May 29 last.

UZ polls: Three aspirants in Rangabali get back candidacies
The High Court on Monday stayed the Election Commission's decision that cancelled the candidacy of three aspirants of Patuakhail's Rangabali upazila for the fourth phase of upazila polls to be held on June 5.
The High Court bench of Justice Farah Mahbub and Justice Muhammad Mahbub-ul Islam passed the order on Monday after hearing separate writs.
Barrister Syed Sayedul Haque Suman moved for the petitioner during the hearing.
He said that due to this order, those three candidates are now in the election race.
Nearly 35 per cent vote cast in third phase upazila polls: CEC
The three candidates are Rangabali upazila chairman candidate Saiduzzman Mamun, vice chairman candidate Roushan Mridha and candidate for vice chairman reserved for women Ferdousi Parveen.
On May 31, the EC asked the State Minister for Disaster Management and Relief Mohibbur Rahman to appear in person on June 2 and explain the violation of the electoral code of conduct,
The EC in separate letters also asked Saiduzzman Mamun, Roushan Mridha and Ferdousi Parveen to appear before the commission to explain in this regard on the same day.
According to the letter, State Minister Mohibbur, while distributing relief at Kodalia Ghat in Chhota Baishdia Union of Rangabali upazila of Patuakhali and in Chaltabunia Bazar of Chaltabunia Union sought votes for different candidates which is a complete violation of electoral code of conduct.
Later on Sunday, the state minister and three candidates appeared in the EC.
After the hearing, the EC cancelled the candidature of the three aspirants in the Rangabali Upazila Parishad election as they violated the electoral code of conduct.

Besides, the state minister expressed his regret in a written statement to the commission. Taking that into consideration, the commission acquitted him of the charges.
Following the order, three candidates moved to the High Court.

National elections can be made more free, fair and acceptable if held in phases: CEC
Chief Election Commissioner (CEC) Kazi Habibul Awal on Sunday said if it is possible to organize national elections step by step then it can be done in a more free, fair and acceptable manner.
He said this process will help the commission to hold the elections easily.
CEC Kazi Habibul Awal made the remarks after a meeting with the Transparency International Bangladesh (TIB) delegation at the Nirbachan Bhavan in the capital's Agargaon area on Sunday afternoon.
Habibul Awal said we have asked TIB to make awareness on the issue of holding the national election step by step. This process will help EC to deploy more law enforce agencies which help to maintain law and order and peaceful voter-friendly environment.
He said without the help of political parties, EC would not be able to organize a free, fair and credible election.
A five-member delegation headed by TIB Executive Director Dr Iftekharuzzaman visited EC on Sunday.

Voting held in a free, fair environment in third phase of upazila polls: Quader
In the third phase of upazila polls on Wednesday voters exercised their rights in a free and fair environment, Awami League General Secretary and Road Transport and Bridges Minister Obaidul Quader said.
"We have come to know initially that approximately 35 per cent of votes have been cast but final figure will be known tomorrow,' he said in a post-election press briefing this afternoon.
"Except for two stray incidents, the election was held in a festive atmosphere. “No casualties were reported so far,” he added.

Regarding voter turnout, he said they thought it would be low due to the effects of the cyclone.

Nearly 35 per cent vote cast in third phase upazila polls: CEC
Chief Election Commissioner Kazi Habibul Awal on Wednesday said approximately 35 per cent votes were cast in the third phase of Upazila Parishad polls.
It would take a few hours to know the exact voter turnout, the CEC said at a press briefing held at the Nirbachan Bhaban in the capital’s Agargaon.

2nd phase of upazila parishad election tomorrow
The second phase of the country's sixth upazila parishad election will be held with the balloting in 156 different districts in the country on Tuesday (21 May).
The voting will begin at 8:00am and will continue till 4:00 pm without any break.
Some 1,824 candidates, including 603 chairman contenders are in the electoral race in the 156 upazila parishads, against a total of 468 posts –-chairman post, vice chairman and women vice chairman posts in each upazila.

This time, the Election Commission is arranging the sixth upazila parishad election in four phases. The commission has already declared the election schedule to hold polls in some 480 upazilas out of the country's 495 upazilas.
The first phase election was held in 139 upazila parishads of 59 districts on 8 May last.
The third phase election will be held in some 110 Upazilas on 29 May and 4th phase polls more than 50 upazilas on 5 June.
